Event Outline

This event is organised by National University of Singapore - Centre for International Law. This conference goal is to examine facilitative compliance, a “new generation” approach that prioritizes dialogue and assistance over penalties, as seen in the Paris Agreement. While it encourages cooperation and lowers legal and political risk for states, it blurs the line between compliance and non-compliance and may weaken the rule of law. The shift reflects international law’s response to global interdependence while preserving state sovereignty.
