Defensive democracy, developed by Karl Loewenstein after witnessing the rise of Hitler, holds that democracies may restrict anti-democratic forces from using democratic freedoms to destroy democracy itself. Germany adopts a militant model, while the United States permits restrictions only when there is a clear and present danger. Taiwan has adopted a middle-ground approach, and debate continues over whether it should strengthen its defensive measures.
