Responsive regulation has shaped regulatory practice for over three decades, yet repeated corporate failures expose its structural limits. This paper argues that the enforcement pyramid is ineffective for powerful institutions because it assumes genuine dialogue and normative engagement. It proposes Intentional Institutionalism, a framework that places corporate culture, leadership accountability, and proactive institutional design at the centre of effective regulation.
